Director, Human Resources
at Augusta, Georgia
Augusta-Richmond County seeks an experienced leader with the background and credentials to oversee the Human Resources functions of the organization and provide the direction necessary to align them with the needs of the governing body, organizational philosophy, policies and practices, and ethical and compliant practices and regulations. In addition to managing and directing the staff unit that is responsible for the operation and administration of the department within the guidelines of federal and state laws, ordinances, Augusta-Richmond County Personnel Policy and Procedures Manual, HR Bulletin, and the Augusta-Richmond County Code, the leader is expected to provide strategic guidance and planning to attract, reward, develop, manage and retain the best talent available. Leader also will develop and manage a fiscally responsible department budget, as well as benefits and employee development budgets. The position works with Deputy Administrators, Department heads, management, elected officials, attorneys, employees, and the media to provide insight relative to HR matters and decisions.
- PRINCIPAL DUTIES AND RESPONSIBILITIES
- Manages, directs, and evaluates HR professional, technical, and administrative support staff: processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Oversees the administration of Consolidated Government-wide human resources; directs Consolidated Government-wide personnel policies, and procedures; advises Personnel Board, Board of Commissioners, Consolidated Government administrators, and appointing authorities regarding human resource practices and issues; prepares, recommends and enforces personnel policies; drafts and/or revises personnel policies and procedures as needed or requested; conducts internal investigations; and resolves and recommends solutions to sensitive human resources issues.
- Ensures compliance with all personnel laws and ordinances: reads, assimilates and disseminates information on changes in laws and regulations; analyzes impact of changes on Consolidated Government policies and procedures; creates and implements compliance processes or procedures; responds to internal and external requests for information regarding local, state and federal personnel laws and ordinances; and ensures human resources information systems meet operating, legal and compliance standards.
- Develops and implements guidelines for personnel transactions, such as hires, promotions, transfers, performance reviews and terminations: directs recruiting and selecting personnel; prepares, analyzes and revises job descriptions; directs screenings, interviews, background and reference checks; makes hiring and firing decisions and recommendations; and maintains related documentation.
- Directs and implements compensation program: oversees annual salary survey and develops salary budget; analyzes compensation trends; and directs performance evaluation program and revises as necessary.
- Directs the management of employee benefits programs, including health insurance, leave policies, wellness programs, retirement programs, etc; and ensures benefits remain cost-effective and meet the needs of Consolidated Government employees and management.
- Directs, conducts and/or implements training programs to ensure compliance with regulations, policies or laws to orient new employees, to increase employee effectiveness and engagement, to promote wellness, employee communication and employee recognition or other training: develops annual training and wellness activity calendar; and conducts training or coordinates training events with outside vendors.
- Directs the management of human resources information systems and employee records: ensures security of records and systems; ensures compliance with open records, HIPAA, and other applicable state and federal regulations.
- Develops, implements, and administers department budget; monitors expenditures for adherence to established budgetary parameters.
- Attends various meetings, serves on committees, and makes presentations or speeches as needed; represents the Consolidated Government in all personnel-related matters involving employee organizations and unions.
- Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new products, methods, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
- Communicates with Consolidated Government officials and administrators, appointing authorities, subordinates, third party service contractors, the public and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:
- Organization-wide leadership development and performance management.
- Provide guidance and training to management on organizational communication, organizational effectiveness, organization development, employee rewards, employee relations and leadership/management and general workforce development.
- MINIMUM REQUIREMENTS
Education: Bachelor's Degree in Business Administration, Human Resource Management, or related field. Master's Degree preferred
Experience: Five (5) years of progressively responsible experience managing large-scale human resource operations and ten (10) years in the field.
- Considerable knowledge of theory, principles and practices of Human Resource Management and Risk Management
- Familiarity with the concepts of job classification systems, salary structures, and self-funded benefit administration
- Proficiency in principles of Human Resource computer systems and complex record-keeping systems
- Mastery of relevant federal, state, and local laws and ordinances
- Excellent communication skills, both written and oral including public speaking and presentations
- Demonstrated ability to work independently
- Ability to relate professionally, effectively and collaboratively with elected officials, executives, managers, vendors, community, and all levels of employees
- Must be a decisive, responsive, organized and flexible leader with strong problem solving skills and the demonstrated ability to function strategically and tactically
- Strong leadership and management skills
- Effective at persuading, motivating, mediating, resolving disputes, and negotiating
- Strong interpersonal skills
- Possession of a valid driver's license with good driving history. If State license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment.
- Certification as a Senior Human Resources Professional preferred.
This position does require staff call up in an emergency situation.

- Physical Abilities: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
- Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds, and visual cues or signals. Some tasks require the ability to communicate orally.
- Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
